Terminology Doubt

Hi,
The Control Frame format are described by IEEE 802.11 spec using TA, RA, BSSID terminology. May I know why SA and DA are not used instead TA and RA. Because TA and RA terminology may make sense if the frame is forwarded by any intermediate node, as do Data frames. So as per my understanding Management as well as Control frames are intended only for the next node. But the Management frame format description has used SA and DA terminology. So I doubt whether the Control frames may travel through more than one node in some scenario. Or I'm overlooking things :-)
