Yes, this is the expected behavior.

iwconfig does not save the value anywhere, it is just used to pass the configuration to the kernel driver. You should check your pcmcia-cs (assuming you are using PC Card) configuration. This is somewhat dependent on the distribution you are using, but in default pcmcia-cs package various configuration items can be set in /etc/pcmcia/wireless.opts.
