You did not specify which version of the Host AP driver you are using, but assuming it is 2002-05-19 or later (i.e., not a CVS version), the driver just copied whatever current TX rate the firmware reported. However, in Host AP mode this seems to be fixed to 2 Mbps (at least I haven't seen any other value) even though the real TX rate might have been 11 Mbps. Current CVS version has changed behavior: the driver will report the last really used TX rate if host-based TX rate controlling is used.
