No, it is not in the scope of 802.11. I mean some additional program that would make this information available to APs.

This is not the way 802.11 networks work.. In 802.11 it is the station that decides when to associate with another AP and thus there is mechanism for sending scanning results from station to AP. If you want this information, I would guess you will need to install additional software to every station host..
