Yes, there is not much point in adding that list to the kernel driver when using hostapd for handling authentication frames in the user space.

Current version of Host AP driver does not support mac acl for 802.11 authentication when using hostapd (check TODO comment in allowed_address()). However, Authenticator in hostapd includes the client address, so Authentication Server could at least in theory deny the 802.1x authentication. In addition, I will probably add support for hwaddr-based ACL that can be used with 802.11 authentication in hostapd.
