Yes, that can be done. However, you will probably need to use some reserved management frame subtype or something like that, but that should be OK for experiments. You can send this kind of messages, e.g., with prism2_send_mgmt() in driver/modules/prism2_ap.c.

For the message to be useful, the stations would of course need to get some information about it. Re-association-trigger would sound like a management frame, but receiving these in station modes might be limited unless you have special firmware. Another option would be to send the messages as data frames, but with some identification so that the driver could intercept the frames and process them separately.
