No. Prism2's baseband processor has a register, CR58 (TX power measurement), that might give some indication about the real TX power. However, I haven't yet studied how it would be mapped to some useful values.

20 dBm (in iwconfig wlan0 txpower) is mapped to the maximum value for BBP's CR31 (Manual TX Power Control) and in this case it would really be 13 dBm.
