I have what appears to be the same problem, and it occurs when running iwconfig as root.

# iwconfig wlan0 essid XXXX
Error for wireless request "Set ESSID" (8B1A) :

    SET failed on device wlan0 ; Operation not permitted.

No extra output is produced by dmesg after executing that command.
