Have you tested without setting the TX power (i.e., using the default and let the firmware decide the power level)? If that does not work, what about running 'iwpriv wlan0 reset 2' after everything is setup (i.e., resetting port0 again)?

Yes, 1.3.5 should work. It works fine in my test setup and I haven't heard any reports of problems with it and Host AP mode.
