Would you by any change be using non-root account and the full error message being following?

Interface doesn't accept private ioctl... 89F4: Operation not permitted

Listing available private ioctls does not require root privileges, but all of them are changing configuration and require root (or actually, CAP_NET_ADMIN) privileges.
